What to do with these files depends on your operating system.

Windows 95/98/ME:

Move to files to "Windows\System"
Run reg_system_9x.bat

Windows 2000:

Move to files to "WinNT\System32"
Run reg_system_2k.bat

Windows XP:

Move to files to "Windows\System32"
Run reg_system_xp.bat

Windows Vista / 7 (32-bit):

Due to the User Account Control (UAC) system, the easiest way is to move the files to the same folder that
the program was extracted to. The program must then be run by right clicking on the .exe
(or the shortcut, if you have made one) and selecting "Run as Administrator".
This should onld be necessary the first time the program is run, after that it can be loaded normally.

If you have UAC disabled, then you can follow the steps for Windows XP.

Windows Vista / 7 (64-bit):

Move to files to "Windows\SysWOW64"
Run reg_system_vista64.bat (you must use "Run as Administrator" if UAC is enabled)

IMPORTANT:
For all versions of Windows, it is possible that you may already have some of the files included in this archive.
If so, you will most likely be asked if you want to replace them. Just to be on the safe side, press no.
While these should be the latest versions of all the files and not cause any problems,
I do not want to be held responsible for causing problems with your computer.
The program should now be able load normally.
